The 2023 Western Pacific Regional Tobacco Tax Leadership Program welcomes you to this four-day program grounded in leadership principles with a particular emphasis on tobacco taxation—recognizing that raising taxes on tobacco products is one of the most effective components of the WHO’s MPOWER package of measures to reduce the demand for tobacco.

About the Program:

As part of the Bloomberg Initiative (BI) to Reduce Tobacco Use, the Johns Hopkins Bloomberg School of Public Health (BSPH) Tobacco Control Leadership Programs aim to develop and enhance leadership in countries and regions experiencing the greatest burden of disease and death from tobacco use by building capacity to develop and implement effective tobacco control policy interventions. In this context, region-specific programs allow for more emphasis on locally relevant tobacco control policy issues, as well as other relevant public health policy issues. While significant progress is being made on tobacco control policy development and implementation in the Western Pacific Region, there is ongoing concern about the challenges related implementing tobacco taxes. 

Developed by the Institute for Global Tobacco Control (IGTC) at BSPH in consultation with the World Health Organization’s Regional Office for the Western Pacific (WHO-WPRO) and other BI partner organizations, and conducted by experienced faculty comprised of national and international experts in tobacco control leadership, tobacco tax and economics, communications, and advocacy, at the completion of this program, participants will: 

  • Have enhanced leadership capacity and systems thinking skills that result in better advocacy for raising taxes on tobacco and related nicotine delivery products. 
  • Be able to apply effective leadership principles in day-to-day work. 
  • Have strengthened strategic communication skills for promoting tobacco taxation.
  • Have strengthened ties and linkages with national and international colleagues involved in and knowledgeable about tobacco taxes.
