Policy Summary: 

E-cigarettes are classified as “means and instruments of tobacco consumption” by the Executive guidelines of clause A, Article 2 of the Comprehensive Act on control national combat against tobacco (2014). The sale, importation and manufacture of e-cigarettes is banned (effective 2008) per Ministry of Health note to Ministry of Industry. The National Tobacco Control Act (2006) prohibits advertising and promotion of tobacco products—this is interpreted to include e-cigarettes.* The use of these products in public places is banned along with tobacco products.*
