Ministry of Health issued a circular (not available online) indicating that the sale and importation of e-cigarettes and related devices are banned.* However, other legislation seem inconsistent with this statement. One law states that e-cigarettes (with or without nicotine*) are classified as tobacco products. Another law bans the sale of tobacco products to minors (under 19), advertising, promotion and sponsorship, and the use of tobacco products in public spaces/transport. A notice makes mention of e-cigarettes as part of the customs tariff schedule.
