Good surveillance and evaluation infrastructure is the cornerstone for understanding trends in tobacco use, industry strategies, and tobacco control policy and program effectiveness. Reliable, accurate and timely data and evaluation is the key to persuading policy makers that a program is producing results leading to improved health outcomes, or that new interventions and approaches are required to improve program effectiveness. This module provides a general overview of key tobacco control outcomes and their indicators. The learning objective of the module is to help program managers and researchers make informed choices on their surveillance and monitoring outcomes, and the selection of appropriate indicators for a program. The module will also present some commonly used national surveys and surveillance systems. 
The Surveillance and Evaluation module contains five topics: Principles of Surveillance Jonathan Samet, MD, MS This presentation examines the importance of surveillance within the field of public health. The pertinence of surveillance in areas dealing with disease epidemics, newly emerging health problems and increasing tobacco use is examined using the surveillance system model which identifies tobacco as an agent ultimately leading to disease and death. Tobacco Control Surveillance Benjamin Apelberg, PhD, MHS This presentation introduces the importance of data collection and monitoring within the framework of tobacco control surveillance and analyzes several surveys which reveal important trends in tobacco use, industry activity and increasing occurrences of tobacco-related disease and death. Introduction to Program Evaluation Frances Stillman, EdD This presentation introduces the concept and methods of program evaluation and provides a template by which future evaluations may be successfully conducted. Evaluation of Tobacco Control Programs: ASSIST Frances Stillman, EdD This presentation uses the evaluation of the American Stop Smoking Intervention Study (ASSIST) as a practical application of the methods discussed in the previous lecture. Evaluating Smoke-Free Policies Andrew Hyland, PhD This lecture presents a framework for evaluating smoke-free intereventions and provides examples from New York and Ireland.
